Tornike Surguladze
Tornike Surguladze is a senior researcher at the Macroeconomic Policy Center of the ISET Policy Institute and joined the center in September 2023. Tornike holds a Master’s Degree in Economics from the International School of Economics (ISET 2021), as well as a Bachelor’s degree in Economics from the Tbilisi State University (TSU 2019).
Before joining the ISET Policy Institute, Tornike worked as a chief specialist at the National Bank of Georgia. Also, he was a teaching assistant for Master’s degree students at ISET, teaching Microeconomics modules I & II, III, IV, and Introductory Finance. Along with ISET-PI, he works as an invited lecturer at International Black Sea University and as a teaching assistant at ISET for BA teaching Microeconomics and Econometrics.
Natalia Tsybuleva
Natalia is a leading researcher at CEFIR NES, Moscow, and an Assistant Professor at Russian Academy of National Economy and Public Administration. She holds her PhD in Economics from the University of Toulouse 1 and MA In Economics from the New Economic School.
Natalia’s research interests include microeconomic theory, industrial organization, competition policy and banking.

Guram Lobzhanidze
Guram Lobzhanidze is a Researcher at the ISET Policy Institute’s Energy and Environmental Policy Research Center. He holds an MA degree in Economics from the International School of Economics at Tbilisi State University (ISET). Mr. Lobzhanidze is responsible for producing monthly reports on the Georgian electricity market, writing blogs on economic topics, and working on research projects. His research interests include labor economics, energy economics, and microeconomic theory.

Bruno Heyndels
Bruno Heyndels is Professor in microeconomics at the Vrije Universiteit Brussel (VUB). His research has been published in such journals as, e.g., European Journal of Political Economy, International Tax and Public Finance, Journal of Cultural Economics, Journal of Economic Psychology, Journal of Sports Economics, Kyklos, National Tax Journal, Public Administration, and Public Choice.
His research interests lie in the field of public choice, cultural economics, sports economics and economic psychology.
Mark Bernard
Mark holds a Ph.D. in economics from the Stockholm School of Economics, and divides his time between doing research at SITE and working as a senior analyst at the Swedish telecommunications regulator, PTS.
Much of Mark’s current research time is devoted to an ongoing project on competition in vertically related markets financed by the Swedish Competition Authority (Konkurrensverket).
Paul Castaneda Dower
Paul Castaneda Dower is an Assistant Professor at the New Economic School (NES) in Moscow, Russia, and also works as a Lead Economist for the Center for Financial and Economic Research (CEFIR).
He studies the political economy of development and his research has focused on the impact of land reform on household and firm behavior.
