Democracy in the Eye of the Beholder?

There is growing concern that democratic institutions in Eastern Europe are fragile. This brief compares two perspectives on the state of democracy: expert assessments and surveys of the general population. We show that while experts’ perception of some countries’ institutions has worsened in recent years, voters are increasingly satisfied with their own democracies. This trend is broad-based, encompassing almost all new EU member states and all age groups. We provide evidence that over time, survey respondents’ assessment of democracy has become more closely tied to the outcome of elections rather than actual institutional change. Where governments have imposed restrictions on media freedom or judicial independence, their supporters continue to report high levels of satisfaction with the way democracy works.

In recent years, the prevailing narrative around democracy in Eastern Europe has been negative. The reform momentum that propelled countries towards EU membership has not been sustained after accession. Discussions of global democratic backsliding frequently cite countries from the region as examples (Grillo and Prato, 2023; Chiopris et al., 2021; Mechkova et al., 2017). Following restrictions on judicial independence and media freedom, some new EU members have seen their ratings slide on indices that measure the quality of democratic institutions based on expert opinions. This brief contrasts these expert assessments with a different perspective on the state of democracy: that of the voters themselves.

Data from Eurobarometer surveys show that satisfaction with ‘the way democracy works in our country’ has been increasing in the new EU member states. This upward trend is visible for all age groups and in almost all countries – including those where experts’ assessment of democracy has worsened. We document patterns in the data that may help to explain this divergence. Survey responses increasingly reflect an instrumentalist view of democracy; respondents who are aligned politically with the winning party are more likely to feel that democracy is working well. This trend can be observed across the EU, but it is most pronounced in the new EU member states where the governing parties are right-of-centre.

Perceptions of Democracy

Expert Assessments

The quality of democracy is hard to measure. A range of indices classify countries by regime type or provide numerical ratings of institutional quality (the Polity, V-Dem, and Freedom House measures are among the most prominent). These indices have somewhat different objectives and methodologies, but they all rely on subjective judgements by expert coders.

Some academic research casts doubt on the prevailing narrative of a global phenomenon of democratic backsliding. For instance, Treisman (2023) and Lueders and Lust (2018) show that there is little consensus across indices, both in terms of individual countries and the global trend. A recent paper by Little and Meng (2023) contrasts subjective indices with more objective indicators of democratic health (e.g. the rate at which incumbents lose elections). The authors find no evidence for global democratic backsliding using the objective measures and suggest that the pessimistic narratives around democracy may have biased coders’ assessment.

There is less disagreement about the development of democracy in Eastern Europe. Treisman (2023) cites Hungary as the only example of a country that has recently been downgraded both from the status of “liberal democracy” by V-Dem and “free state“ by Freedom House. Little and Meng (2023) highlight three cases where both objective and subjective measures indicate backsliding: Hungary and Poland (as well as Venezuela). Further, Becker (2019) shows that downgrades to V-Dem democracy scores in Bulgaria, Czechia, Hungary, Poland, and Romania are relatively broad-based, driven by declines across multiple sub-categories including freedom of expression and constraints on the executive.

Surveys of Public Opinion

We use individual-level data from the Eurobarometer – a survey of public opinion in the EU Member States and candidate countries conducted by the European Commission. The surveys are conducted at an approximately monthly frequency and comprise of a representative sample (about 1000 face-to-face interviews) for each state. We combine data from 42 surveys, spanning 20 years (2002 to 2022), with a total of 1.3 million respondents. The main question we are interested in is: “On the whole are you very satisfied, rather satisfied, not very satisfied or not at all satisfied with the way democracy works in [our country]?”

At the beginning of the sample period in 2002, around a third of respondents in Eastern European EU countries were satisfied with their respective democracies compared to close to twice as many respondents in Western Europe (Figure 1). Over the past 20 years, the share of Eastern Europeans satisfied with their democracy has grown to around 50 percent, narrowing the gap with Western Europe. Figure 2 shows that this pattern is broad based across age groups. All cohorts of Eastern Europeans are more satisfied with democracy than earlier generations and among the youngest respondents, satisfaction is almost as high as in Western Europe.

Figure 1 also shows a stark divergence in expert assessment of the state of democracy in Eastern Europe compared to public opinion in the same countries. While the V-Dem democracy scores for Eastern Europe have declined rapidly since the mid-2010s, average satisfaction with the own country’s democracy has increased. A much smaller gap between these two measures has also started to open up in Western Europe over the past couple of years.

In Figure 3, we show the same patterns of satisfaction with democracy and expert opinions for individual countries. Satisfaction with one’s own democracy has increased in almost all Eastern European countries, including in Poland and Hungary which at the same time showed the largest declines in democracy scores.

This divergence in individual survey responses and expert assessments is not altogether surprising. First, the Eurobarometer surveys a sample of the population in each country, while V-Dem (and most other similar democracy indices) relies on country experts. Another likely explanation for the difference is the interpretation of the question. Democracy ratings tend to emphasise institutional aspects of a democracy, for instance, the V-Dem liberal democracy index is designed to capture rule of law and checks on executive power (see, e.g., Becker, 2019). In contrast, the survey responses are likely to reflect both satisfaction with the state of democracy in a country, as well as the outcomes of that democracy.

Satisfaction with Democracy and Political Alignment

In this section, we investigate whether stated satisfaction with democracy depends on the outcomes of elections and the political ideology of the respondents. A common way of measuring political ideology is the placement on a right-left scale, where the right favours a free-market economy and traditional values while the left favours economic redistribution and socially progressive policies. We compare the right-left placement of each country’s governing party as coded by the Chapel Hill Expert Survey (CHES), with the self-identified right-left placement of Eurobarometer respondents. We calculate the ideological distance from the government as the absolute difference between these two scores.

We find that people are on average less satisfied with their country’s democracy when they are ideologically further from the parties in government (Figure 4). This is consistent with prior evidence (Anderson and Guillory, 1997; Ezrow and Xezonakis, 2011). The alignment effect has become stronger over time – even when taking into account average satisfaction levels for each country and demographic characteristics of the respondents, such as their age and gender. In the past three years, political alignment with the government has become a major factor in explaining satisfaction with democracy, especially in Eastern Europe. Svolik (2019) suggests that voters trade off democratic principles and partisan interests. As political polarisation increases, voters become more willing to accept a government that undermines democratic institutions, as long as it is on ‘their side’ ideologically.

In Figure 5, we break down the effect of political alignment on satisfaction with democracy according to individuals’ political leanings. On the x-axis is the respondents’ left-right placement and on the y-axis there are two series of dots showing satisfaction with democracy depending on whether the government is left of centre (lighter coloured dots) or right of centre (darker coloured dots). As before, being politically aligned with the government increases satisfaction, that is, to the left of the chart, the lighter coloured dots are placed higher than the darker coloured dots and vice versa for the right of the chart. The further from centre a person’s political leanings, the less satisfied they are with a government of the opposite ideology. There is also some evidence of asymmetry across the political spectrum in Eastern Europe, with respondents on the political right reporting much higher levels of satisfaction with right-wing governments compared to voters on the left under a left-wing government.

Conclusion

Over the past decade, there has been increasing concern over democratic backsliding in some of the Eastern European countries that are members of the EU. This is reflected in commonly used democracy indices whose country experts note the worrying trends in countries’ institutions – such as the reduction of freedom of expression, the strengthening of rule of law and constraints on the executive, all hallmarks of a liberal democracy. In this policy brief, we investigate whether this erosion of institutional safeguards affects people’s stated satisfaction with democracy in one’s respective country. We find a broad-based increase in satisfaction with democracy in the Eastern European EU countries, including in the countries that have seen some of the largest declines in liberal democracy ratings. We show that stated satisfaction with democracy reflects less the institutional changes in countries, but more the outcome of democratic elections. Voters who are politically aligned with their government are systematically more likely to report that they are satisfied with the state of democracy in their country. And this effect has become stronger in the most recent years, particularly in the Eastern European EU countries. We also find that this effect is not symmetric across the political spectrum. In the Eastern European EU countries, respondents on the political right are more satisfied with right-wing governments than those on the left are with left-wing governments.

The descriptive patterns outlined in this policy brief illustrate a worrying disconnect in the minds of many voters between institutions and outcomes of the democratic process. The threat of democratic backsliding in Europe and across the globe is predominantly not due to electoral democracies being replaced by autocratic regimes. Rather, genuinely popular (and often populist) governments are democratically elected and, once in power, proceed to undermine and dismantle liberal democratic institutions, such as a free press, an independent judiciary, and a fair electoral system. This process in turn makes it more difficult for opposition parties to win future elections, further cementing the power of the rulers of these illiberal democracies. While the electorate might support these governments now, voters need to be aware that these liberal institutions are designed to safeguard their democratic future.

On the Necessity of Pension Reform in Belarus

Belarus has a pay-as-you-go pension system that becomes unsustainable with an ageing population. The country has recently finished the process of increasing the retirement age by 3 years to 63 and 58 for men and women, respectively. In Lvovskiy and Bornukova (2022), we show that this reform is not sufficient for delivering sustainability to the pension system, and further reforms are necessary. We show that the available space for further increasing the retirement age is limited and cannot eliminate deficits. The introduction of a fully-funded component delivers balance and pension gains in the long run but deepens the deficit problem for the first 30 years after its introduction. Reforming the pension system and transitioning to a fully-funded system would be a major policy challenge for Belarus after political change, and possible policy options should be explored now.

Demographic Challenges

Similar to many European countries, the population of Belarus is ageing. The average age is rising both due to increasing life expectancy and low fertility.

Another demographic peculiarity that has contributed to population ageing is the series of strong demographic waves post-WWII, which were entrenched by the fertility crisis 1990s following the dissolution of the Soviet Union. As a result of these waves, one of the largest cohorts is entering retirement in Belarus in the coming years, while being replaced by one of the smallest cohorts in the labor market.

The emigration of 200 thousand scenario represents the base scenario in addition to 200 thousand working-age adults emigrating from the country in 2022. The TFR= 1.73 scenario assumes current age-specific death rates but an increase in TFR to the recent high of 1.73 children per woman.

Due to the combination of population ageing and the demographic waves, old age-dependency (number of people above the retirement age per number of working-age people) is projected to increase from 0.4 in 2020 to around 0.65 in 2055 (see Figure 1).

Status Quo in the Pension System

Currently, the Belarusian pension system is almost entirely pay-as-you-go, with today’s workers paying contributions that are channelled directly into pension benefits. Almost all workers pay 35% to the Social Security Fund, with 27 percentage points dedicated to pension expenditure. There are several exemptions with lower rates applied: agrarians, IT, and individual entrepreneurs. Considering all the exemptions, we have estimated the effective rate of pension contributions to be 18%.

If the pension system does not undergo substantial reform, it would need to go into large deficits (as shown previously in Lisenkova & Bornukova, 2017), or the pensions (as a percentage of the average wage) would have to decrease. Based on current demographic data, our own demographic projections and financial data from the Social Security Fund, we have simulated two scenarios without any reforms.

Base Scenario 1 assumes that the level of pensions remains at the current 39% of the average wage. As seen in Figure 2, under this Scenario the deficit rapidly takes off from the current level of around 0.5% of GDP and surpasses 5% of GDP annually after 2050. Theoretically, it is possible to finance this deficit with budget transfers, but it will require a lot of budget consolidation.

Scenario 2 assumes that the Social Security Fund deficit remains constant at 0.31% of GDP as in 2019, while the size of the pensions adjusts. In this case, by 2050 the replacement rate (the ratio of the average pension to the average wage) falls below 26% from the current level of 39%. While this replacement rate would be similar to the lowest among the OECD countries (31% in Lithuania, OECD 2022), it would put many retirees below the poverty line, given the low earnings in Belarus.

There Is No Easy Way Out

To avoid the negative scenarios that assume either a significant budget consolidation or a deterioration in the well-being of retirees, Belarus would have to reform its pension system. The reforms could either be parametric, like increasing the retirement age; or structural, implying a shift to a fully-funded pension system.

Increasing the retirement age is a relatively easy way out, and Belarus is already moving in this direction: since 2017, the retirement age was set to gradually increase by 3 years to 58 and 63 years for women and men, respectively. However, Figure 3 clearly shows that this step alone is not enough. Further increasing the retirement age, especially for men, might be problematic given the low life expectancy (69.3 for men and 79.4 for women). Healthy life expectancy for men is 62.3 years (WHO, 2022), already lower than the retirement age. Hence, while minor retirement age increases are possible in the future, at the moment the potential for such reform would be limited to women only

Figure 3 shows how two different scenarios of the retirement age increase could improve the status quo (63/58). Equalizing the retirement ages for men and women to 63/63 keeps the Social Security Fund deficit below 3% of GDP annually in the long run, while further increasing to 65/65 would keep it under 2%. However, the retirement age increases are not enough to balance the Social Security Fund in the long run and still require additional sources of financing.

Introducing a Fully-Funded Pillar

Introducing a fully-funded pillar is not a panacea as it will not resolve the deficit problem in the next 20-30 years. However, it could provide background for a non-deficit Social Security fund in the future, as well as an increase the well-being of retirees.

When introducing a fully-funded component while keeping the pay-as-you-go system, it is important to find the optimal distribution of social contributions between pillars. Through simulations, we found that the optimal amount of contributions to the fully-funded pillar (the amount that minimizes aggregate deficits of the Social Security Fund by 2100) is one-third of total contributions. This amount is also delivering a zero-sum of discounted deficits by 2100.

As we can see in Figure 4, introducing a fully-funded pillar in 2025 will initially deepen the deficits (since part of the contributions would now go into saving instead of financing current pensions), but after around 30 years of reform, the pension system would turn into a surplus. The surplus could be used to increase the replacement rate and well-being of retirees and pay back the debt accumulated during the initial stage of the reform.

Conclusion

Population ageing makes the pay-as-you-go pension system in Belarus unsustainable. Without reform, the system would need extra financing from the budget (up to 5% of GDP annually). Alternatively, financial sustainability could be achieved at the cost of a lower replacement rate and lower well-being of retirees.

An increase in the retirement age and the introduction of a fully-funded pillar are two of the most frequently discussed options of reform. Our simulations show that none of the options could help Belarus avoid deficits in the medium run. The fully-funded system delivers long-term sustainability.  However, the need to finance large deficits in the process of introducing a fully-funded pillar represents a policy challenge as the policy will deliver benefits only in the long run.

Of course, other policy options are also on the table. Belarus (after political change) could secure loans from IFIs to finance the deficit in the medium run. It could use the proceeds from privatization to cover the deficits, at least partially. The effective contributions rate could be increased by minimizing exemptions and loopholes. Finally, Belarus might decide to finance the deficit of the pension system with the budget expenditure, finding fiscal space elsewhere.

Georgian Experience of Gender Biased Sex Selection

This policy brief presents the evidence on gender biased sex selection (GBSS) in Georgia, giving an overview of the so-called “sex ratio transition” process, and discussing the determinants of GBSS using a demand and supply-side approach. After its independence from the Soviet Union, Georgia started experiencing a significant rise of the sex ratio at birth (SRB) and in 2004 the country had reached one of the highest SRB rates in the world. A traditionally pronounced son preference was further strengthened by deteriorated economic conditions, decrease in fertility and relatively easy and cheap access to technologies for early sex determination and abortion. However, Georgia has managed to reverse and stabilize a skewed SRB rate. Among the factors that might have contributed are the strengthening of the social security system, improved economic conditions, a rise in fertility rates, economic empowerment of women, and the increased cultural influence of Western values. This trend reversal places Georgia in a unique position and may provide valuable insights for other countries who struggle with the same problem.

It is widely recognized that the Caucasus has traditionally been a “male-dominated region,” with a particularly strong son preference. However, before the dissolution of the Soviet Union in the early 1990s, sex ratios at birth in the Caucasus countries were very close to normal levels.

After independence from the Soviet Union, the SRB started rising immediately in Georgia, reaching 114.1 male births per 100 female births by 1999 (while the biologically normal SRB level is 105 male births per 100 female births). In the early 2000s, SRB peaked and stabilized between 112 and 115 male births per 100 female births for several years.  As Figure 1 shows, after reaching historically high levels in 2004, SRB started to decline and finally returned to a normal level by 2016.

The sex selection here is not discussed as “an archaic practice” in Georgia, but rather a modern reproductive behavior, a rational strategy responding to the surrounding environment – demand and supply factors. Demand-side factors include socio-economic and cultural factors that make having a boy more beneficial for a family and lower the value of girls – leading to son preference. The fertility rate is also accounted as a demand-side factor since low or decreasing fertility can increase incentives to perform selective abortions. As for the supply-side factors, they cover the ease of access to  technologies for early sex determination and selective abortion and its cost, as well as the content of the legislation regulating abortion.

Demand side factors

Factors increasing demand

Son preference and a patrilineal system. The traditional Georgian family is patrilineal. Patrilineality, also known as the male line, is a common kinship system in which an individual’s family membership derives from and is recorded through his or her father’s lineage. It generally involves the inheritance of property, rights, names, or titles by persons related through male kin. In such systems, women join their husbands’ families after marriage and are expected to care for their in-laws rather than their parents. Sons are expected to stay with their parents and take care of them. Thus, patrilineal systems make daughters less beneficial and desirable to their parents compared to sons. UNFPA (2017) concludes that the practice of post-marital co-residence with parents is still quite widespread in Georgian society, and this pattern is biased towards the male kin line, downplaying the role of women and their kin. The patrilocal residence (the situation in which a married couple resides with or near the husband’s parents) is more common in villages (more than 90%) than in urban areas (75%). The incidence of patrilocal residence is the lowest in Tbilisi (69%). In general, patrilocal residence decreases with improving economic conditions.

Demographic change – changes in fertility rates. Low or decreased fertility rates (when other factors favorable for GBSS are in place) mean that families are no longer able to ensure the birth of a son through repeated pregnancies. In societies characterized by strong son preference, and with increasing availability of sex detection technologies, couples start to opt for sex selection because they want to avoid additional births of girls, something that contraception cannot alone ensure. Therefore, low fertility acts as a “squeeze factor,” forcing parents to make choices ensuring the desired gender composition of their family.

An inverse relationship between fertility and SRB is observed in Georgia. The first decade of transition to market economy was severe for the country. Reducing household size was one strategy chosen by Georgian families to cope with increased rates of unemployment, deterioration of the social security system and deprivation of basic needs such as water and electricity. The decline of fertility during the years 1990-2003 coincided with increased SRB levels. When fertility started to rebound in 2003, the “squeeze factor” began to vanish, removing pressure on the SRB. At the same time, the SRB started to decline.

The low value of women. In Georgia, women are stereotypically perceived as natural caretakers, whose core responsibilities involve child care and household duties. They are also expected be obedient to their husbands and let them have leading positions in various activities (UNDP 2013). The majority of the population in the country thinks that men should be the ones who are the family’s decision-makers and that they should also be the main breadwinners. According to a 2010 study, 83% of respondents think that men should be the main breadwinners in the family, and 63% believe that they should also be the family’s decision-makers (CRRC, 2010). It is evident that such attitudes and values contribute to decrease the perceived value of girls in society, compared to boys, and add additional stimulus to GBSS.

Factors decreasing demand

The strengthening of state institutions and the social security system. Georgia has experienced a deep transformation of its social, economic and political systems in the last fifteen years. Reforms were carried out in all sectors. Most importantly, the country totally restructured its social security system, which was practically non-existent in Georgia at the beginning of the 1990’s. Currently, Georgian citizens are offered: a) universal pension system, above the subsistence minimum, which provides a flat rate benefit to all elderly; b) social assistance, which represents a monthly subsidy to poor families, is well targeted, and has contributed to reducing poverty (Kits et al. 2015), and (c) a universal health insurance system which covers all people who are uninsured by private companies and softens the burden of health care expenditures for households.

These changes, together with the improved general economic situation in the country, have decreased the role of the family as a buffer institution offering protection and stability (notably through sons), and provided more formal alternatives for social security, bank loans, contractual employment, etc. Due to this, the (large) intergenerational family is no longer perceived as the only strategy for coping with social and financial uncertainty.

New cultural influence of Western values. From the early 2000s, Georgia has been increasingly exposed to Western norms and culture through media, migration, increased tourism, and the process of economic integration with the European Union. According to experts, this process was accompanied by “media support and an enthusiastic, quasi-propagandistic hail. The general spirit was to promote an image of Georgia as a country open to the world with West-European views and lifestyles” (UNFPA 2017).

Supply side factors

While the availability of technologies for the early determination of sex and for abortion is not the root cause of GBSS, it constitutes a facilitating supply factor. Without prenatal diagnostics and accessibility of abortion, parents would not be able to resort to selective abortions even if they had a pronounced preference for boys.

Currently, Georgia is among the countries offering high-tech reproductive services. Private clinics, hospitals, and special reproductive medicine centers compete to supply reproductive services, and one can easily see the most recent ultrasound technologies in the great majority of the urban facilities. In addition, the cost of an ultrasound test is extremely low, depending on the service provider. This represents only 1.9%-4.8% of the average monthly incomes per Georgian household. In this context, the GBSS-related demand for prenatal diagnostics can easily be accommodated, when it arises.

Conclusion

Georgia has had a unique experience of “sex ratio transition” in the region, which was an integral part of its overall transformation process. The deteriorated social and economic conditions of households following the beginning of the transition process, coupled with easier and cheaper access to prenatal diagnostics were reflected in a skewed SRB and manifested son preference. Only when socio-economic conditions improved, and the country accelerated its institutional strengthening and modernization process, did the SRB returned to its normal level.

It is too early to conclusively state that Georgia is back to normal SRB levels for good. Birth masculinity still remains at a high level i) for third-order births, as the most of the couples are reluctant to have more than three children, and giving birth to a third child is the last chance for families to have a boy; ii) there is a significant urban-rural divide in the context of birth order. For three or higher order births, SRB is significantly distant from normal levels for almost all regions, reaching beyond 145, while in Tbilisi the bias remains moderate; iii) gender-biased sex selection remains high among poor people and ethnic minorities.

If Georgia is to minimize the incidence of GBSS in the future, it needs to act on several fronts: enhance gender equality through qualitative research and civic activism; increase the perceived value of girls and women in the society through policies and initiatives addressing cultural stereotypes, as well as by publicizing illuminated stories of success of girls and women that provide positive role models; monitor SRB trends; support advocacy actions and awareness-raising campaigns on GBSS and encourage the ethical use of sex detection technologies.

Distribution of the VAT Burden in Poland by Income Group and Demographic Characteristics

The Value Added Tax (VAT) is the main source of revenue for the public budget in Poland. Though issues regarding VAT rates or tax settlement mechanisms are brought into the public debate in Poland on a regular basis, little is still known on the distribution of the VAT burden among Polish households. In this brief, we analyze the VAT relation to household income, consumption and demographic structure in Poland. We find that the VAT burden is inversely related to income, with the bottom ten percent of the population paying on average 16.3% of their income in VAT and the top income group paying only 6.8%. Larger households, such as those with children, pay about 11%-15% more VAT due to higher spending. However, as a result of different spending structures, the additional VAT burden of families with children is independent of the number of children and only marginally dependent on their age. These differences in the tax burden should be taken into consideration in the current debate on the possibility of unifying the VAT rates in Poland.
